TRANSFORMATION OF THE MANAGEMENT SYSTEM AS A DETERMINANT OF ECONOMIC DEVELOPMENT OF AGRICULTURE PRODUCTION SUBJECTS

The article deals with the peculiarities of the transformation of economic development management system of agriculture production subjects. Attention is drawn to the separation of political power from economic power and to functional transformations in the activities of agrarian enterprises. The connection between the change of agrarian relations and the development of agriculture production crisis is discovered. It is assumed that the reason for the crisis of agrarian enterprises economic development may be a violation of the correlation between elements of agricultural economics system. The practicability of adherence to harmonization principles in the management of agrarian enterprises development is substantiated. It is stated that the proportions of economic processes depend on macroeconomic proportions, which can not be changed by separate economic subjects. It is suggested that state regulation of economic processes should be aimed at harmonizing the correlations between individual elements of the system: supply and demand, production costs and prices, etc. The point of view regarding the division of functions of economic development management of agriculture production subjects between the enterprise's management, state authorities and local self-government is defended. It is noted that at the present stage of the transformation of the agrarian enterprises development management, the role of public and private partnership is growing. The formation and development of the agricultural economics system should be considered as interdependent and interrelated processes of its evolution, which may not coincide in time. It is concluded that the direction of management mechanisms for the enterprises' development of agricultural sector of the economy should provide for a change in the quantitative parameters of production activity in a given correlation, which causes the emergence of a new quality. Management mechanisms should help to maintenance the dynamic balance of agriculture production subjects, due to which the parameters of the system should be in harmonious proportions.
