APPROACH TO ASSESSMENT OF THE ENVIRONMENTAL IMPACT ON THE DEVELOPMENT OF ATOMIC INDUSTRIAL COMPLEX

The article is devoted to the problems of the development of the atomic-industrial complex in the context of its interaction with the functioning environment. It was established that the atomic-industrial complex, as an important component of the fuel and energy complex of Ukraine, contributes to the development of an energy-independent state, which is difficult to overestimate. It strengthens the energy potential of the national economy, its economic security, promotes the creation on the territory of the country of nuclear fuel production and its components in order to ensure the diversification of its supplies and import substitution in order to meet the needs of nuclear power plants as raw materials of its own production. In view of this, ensuring the development of the nuclear industry of Ukraine is one of the priorities of national economy management. It is proved that the development of the atomic-industrial complex occurs under the influence of changes in the environment of its functioning. The importance of identifying and evaluating the factors influencing the change of trends inherent in the atomic-industrial complex is substantiated. The purpose of the study is to develop and test the approach to assessing the environmental impact on the development of the nuclear industry in Ukraine. To accomplish the goal, theoretical and practical aspects of studying the influence of environmental factors on the development of the socio-economic system, including industry, were analyzed. The use for revealing of factors of an environment of PEST-analysis, the influence of which is strong enough to consider them as determinants of development is grounded. The political, legal, economic, social and scientific and technological factors of the environment are considered. An expert survey was conducted in order to exclude from the list of factors that are not subject to quantitative measurement. The influence of external factors on the development of the atomic-industrial complex in order to identify the determinants of development was studied. The approach for further evaluation of the factors influence on the development of the atomic-industrial complex, which combines dynamic analysis and the method of analytical alignment, is proposed. On the basis of statistical data, absolute trend indicators were constructed based on absolute values of development. It is in view of the obtained changes that determine the development of the atomic-industrial complex under the influence of factors.
