METHODOLOGICAL ISSUES OF ASSESSING THE EFFECTIVENESS OF ENVIRONMENTAL INVESTMENT

Abstract
The article studies and summarizes the methodological and applied tools for assessing the effectiveness of environmental investment. The necessity of assessing the effectiveness of environmental investment using multicriteria assessment based on the methodology of the index comparative assessment, which will form a set of criteria and indicators for these criteria, is substantiated. The proposed assessment methodology involves grouping the main performance indicators for certain criteria, calculate individual indices of performance indicators and definitions based on these indices efficiency criteria, as well as the consolidated integral index — the level of effectiveness of environmental investment. For realization of tasks selected the tool, which in our opinion is the best because of its use of international organizations and leading think tanks in the world. The methods that are appropriate to use for analyzing the consistency of elements of a system for assessing the level of environmental investment efficiency are described, for normalizing and standardizing data for determining weight indicators and finally for aggregating them into an environmental investment efficiency index. It is proposed to calculate the integral index of environmental investment efficiency by aggregating data at 3 levels: level 1 — for each component of the corresponding indicator; Level 2 — for each criterion by aggregating the values of the corresponding indicators; Level 3 — for the integral index. The advantage of this technique is the possibility of phased aggregation of data level by level, which allows you to track the values of indicators at each level and the use of wide methodological and applied tools. It proposed to use the integral index of the effectiveness of environmental investment, based on the calculation of the aggregate indices, in contrast to the other, characterized by effectiveness of investment activity in the sphere of environmental protection.
