OUTSTAFFING AS INNOVATIONS IN PERSONNEL MANAGEMENT AT THE ENTERPRISE

Abstract

The article reveals the essence of the definition of «outstaffing» and different approaches of scientists. The main benefits and risks of using outstaffing have been identified as well as the issue of outstaffing as one of the modern methods of personnel management, the relevance of its use, issues and prospects for development in the modern economic conditions of Ukraine. The provision of services is governed by civil and labour law by withdrawn personnel through the provider. The outstaffing service, as an atypical form of employment, is especially relevant today as an alternative to informal employment, which allows the employer to keep the employee officially employed, although in the staff of another company. The domestic experience of using outstaffing as an effective tool of personnel management is considered in the article. And also the basic factors of outstaffing usage are offered: aspiration to keep the status of the small enterprise; perform a certain amount of work in a particular region, without opening a branch or representative office; restrictions by law, statutory agreement or higher organization limiting the number of employees; the need to register employees for a probationary period to assess the results of their work; the need to reduce the risks associated with employment; the need to reduce administrative costs for personnel management; the desire for greater flexibility and independence in the formation of staffing; the desire to obtain a higher status in specialized ratings and increase the investment attractiveness of the enterprise. It is concluded that the prospects of the outstaffing services market in Ukraine are quite unconventional, so it develops rather slowly, based on awareness of the fact that large-scale implementation in all areas is a necessary condition for the effective operation of enterprises in need of staff reduction.
