ON THE NEED TO RESTORE THE OPERATION OF THE PROFILE AGRICULTURE MINISTRY

The article analyzes the administrative and legal foundations of the development of the agrarian sector of the economy of our country and found that the level of competence, professionalism and completeness of public administration plays a key role in solving the problem of accelerating its development. The administrative and legal component of public administration should be formed only in the context of ensuring effective regulation of a complex of economically, technologically and organizationally interrelated agricultural activities that form a balanced and structurally complete system. Unjustified liquidation of the Cabinet of Ministers of Ukraine as an independent body, the main body in the system of central bodies of executive power, which ensured the formation and implementation of the state agrarian policy, by its joining the Ministry of Economy as a more functional central body of state executive power, was established. This action of the CM of Ukraine in the context of optimization of the system of central executive authorities is perceived by the author ambiguously and, on the basis of analysis of national regulatory acts, positions of scientists and foreign best practices of public administration and support of the agrarian sector, the necessity of legislative support of the agrarian ministry is substantiated. the central body of executive power and the primary task of its management activity to determine the directions: food security, food safety and quality, support for farms and private farms, agricultural cooperation, innovation and technical policies, etc. The prospect of research on this issue determines further administrative and legal improvement, tasks, functions and powers of an independent central body of executive power, which ensures the implementation of state policy in the agricultural sector of Ukraine's economy.
