Abstract

The article reveals the system of factors that provoke negative trends in the social and legal spheres of society. The analysis of the most relevant biological threats in the current conditions is carried out, which made it possible to obtain information about the sources of their occurrence and methods of detection. It has been established that no matter how biological agents behave, it is important to remember that their natural properties can be used for terrorist purposes. Infectious diseases, products of synthetic biology, various microbiological agents, premixes that are prevalent in agriculture — this is by no means a complete list of biothreats that are currently most active. Under the influence of these bio-attacks, states and the international community may sometimes ignore their range, ignore important information, or react too late. Thus, humanity «allows» to carry out these attacks in the future, so to speak, legalizes their action. It turned out that this later leads to terrible social and legal consequences: the health care system collapses, education suffers, the right to work, food and water supply, the legal system, and a general atmosphere of fear is created. In addition, the environment suffers irreparable damage, which under the influence of adverse biological factors changes, loses valuable natural resources. It is determined that one of the main issues in minimizing and eliminating the social and legal consequences of the implementation of biothreats is to ensure the livelihood of the population. At the same time, such livelihood is one of the primary tasks of the executive authorities and local governments, and its purpose is to meet the physiological, material and spiritual needs of people in accordance with established norms. The procedure for such provision is determined by the relevant resolutions of the Cabinet of Ministers of Ukraine and the relevant decisions of regional and local authorities. Emphasis is placed on the importance of continuing to reform the regulatory framework for biosafety based on the analysis of performance indicators, which would allow to assess the effectiveness of public policy.
