Abstract

The article specifies the concepts, characteristics and types of self-regulatory organizations (further β€” SRO) as subjects of administrative relations with delegated powers. The SRO's general signs are singled out: non-commercial activity; certain professional or economic activities association; control over the activities of SRO's members. SRO are classified by subject of regulation, the mandatory membership, delegated public authority. Special professional activitie's laws establish additional mandatory criteria that must be met by a certain organization to obtain the SRO's status. The SRO's Unified Register like License Register is proposed. The State Regulatory Service of Ukraine is proposed as the administrator. The SRO's Unified Register should include the business entity with the SRO's status; type of professional activity; the nature of membership in such an SRO; availability of delegated public authority; in case of delegated powers β€” their list and grounds for delegation; termination of the SRO status with determination of the date and grounds for termination. It is specified to fix the mode of openness and public availability of such information. The expediency of determining the deadlines for entering information into the Unified Register of SROs at the secondary level is argued. By analogy with the terms established by the national law, it is proposed to set a deadline of one working day after the decision to grant or terminate SRO status. The SRO with delegated public authority is specified as a subject of economic or professional self-regulation with mandatory membership endowed with delegated public authority in the manner prescribed by law.
