ELECTRONIC GOVERNANCE AS A METHOD OF ORGANIZATION OF STATE GOVERNMENT

The article considers modern approaches to understanding e-government. Scientific doctrines on the idea of e-government are studied. The article examines the level of development of the e-government system in Ukraine, taking into account the most important trends associated with active digitalization processes. Another important element of the present study is the analysis of international approaches to the implementation of e-government, including the position of the United Nations. The article considers theoretical and methodological research in the fields of public administration and public administration, takes into account the views and concepts of leading scientists in these fields. In particular, an integral element of the study is the analysis of national legislation, especially regulations governing the circulation of information, namely: On the National Informatization Program, On the Basic Principles of Information Society Development in Ukraine. In addition, the legislation formulates a strategy for the development of public administration and public administration (On approval of the Concept of e-government development in Ukraine: order of the Cabinet of Ministers of Ukraine, On approval of the Information Society Development Strategy in Ukraine: order of the Cabinet of Ministers of Ukraine). In particular, the relevant regulations were analyzed in detail in order to find in them plans and concepts for further development of e-government in Ukraine. It is also concluded that in this area there is a significant reduction in the efficiency of the system of public administration and local government. Today there is a need to qualitatively update it by introducing new forms and methods of management and modern tools based on information technology, one of which is the introduction of e-government.
