Abstract

The article deals with the issue of especially of normative consolidation and implementation the rights and responsibilities of foreigners and stateless persons in comparison with citizens. The differences in the rights and responsibilities of these categories of persons are emphasized. Emphasis is placed on the rights and responsibilities of foreigners and stateless persons enshrined in the Constitution of Ukraine, more specifically laws and by-laws.
