Libraries in Information Support of Communities Activities

Abstract
The article explores the role and importance of modern information, socio-communication, socio-cultural centers, in particular, the attention is focused on places of scientific library and other information structures as an important component of social information communications, which become a systematic component of communities information and communication space, and transform into local space for public opinion and information on local government reform and decentralization exchange. The paper presents an analysis of the experience of Service of Information and Analitic Support of Government Agencies (SIAZ) and National Law Library (NUB) which work within the V.I.Vernadsky National Library of Ukraine, on filling the channels of communication between authorities and community with scientific, socially important information in the process of development of socio-political communication, in particular, information and analytical support of local state authorities and self-government, which outlines the strategic directions of development of a democratic society. The research question concerns the identification of the peculiarities of functioning of information and communication spaces in communities public libraries, new approaches to cumulation, dissemination, introduction of information about communities historical, cultural features into the system of strategic communications, to enhance exchange of information within the integrated territorial communities and between communities. Organizational, program, information and technological, intellectual approaches and methods of work with arrays of sources of information circulating in social information communications are revealed.
