Security Factor in International Strategic Communications with the Participation of Library Institutions

Abstract

The article examines the security component of international strategic communications, which take place with the participation of library and information centers in modern conditions. The main approaches in defining the concept of strategic communication of Ukrainian researchers, as well as their colleagues from the European Union, the United States and the Russian Federation are analyzed. The own definition of the term strategic communications is offered. The materials of the Doctrine of Information Security of Ukraine are considered, in the part concerning strategic communications and strategic narratives.Today, strategic communications are becoming a separate important tool in solving many problems that in the past were solved mainly through the use of military and/or economic factors.Based on the definition of information threats in the Doctrine of Information Security of Ukraine, Islamist and Russian factors are the most dangerous. Library and information centers such as the Vernadsky National Library of Ukraine may be of considerable interest to Islamist organizations that are now trying to publish and disseminate the works which bear their ideologies in Ukraine. Information media containing strategic narratives beneficial to the Kremlin, may mislead libraries. Another case is certain scientific publications from EU countries, the ultimate beneficiary of which are Moscow-controlled organizations created to exert destructive information influence. It is possible to prevent the penetration of ideologically dangerous materials into libraries collections and information centers by organizing a systematic analysis of paper and other media coming to the NBUV and other Ukrainian libraries from the countries mentioned above, for their possible use to affect destructively the information space of Ukraine.
