The article clarifies the definition of the «guarantee of the implementation of countersignature». Following a systematic approach, it was stated that there are general and special guarantees for the implementation of countersignature. Based on the analysis of judicial practice in this category of cases, it was determined that the creation of an effective judicial mechanism to protect against violations by the authorities is one of the key tasks of both judicial and administrative reforms.
