CONCEPTUAL FRAMEWORK FOR THE STRATEGIC PLANNING SYSTEM OF DONETSK PEOPLE'S REPUBLIC SOCIO-ECONOMIC DEVELOPMENT

A controlled transition from the present to the future in conditions of limited resources, including time, human and financial, is possible thanks to timely planning based on a detailed analysis of the current state and forecasting emerging trends. In the aspect of state regulation of the socio-economic development of the territory, strategic planning is of particular importance. Strategic planning is an ongoing process that serves as the basis and means for a controlled movement from the current state to promising opportunities. This article presents proposals on the issue of building a system of state strategic planning in the Donetsk People's Republic, developed taking into account the existing experience of the Russian Federation within the framework of the topic under consideration: a categorical apparatus is formulated, a conceptual scheme of state strategic planning in the Donetsk People's Republic is developed, its main elements and their content.
