Subsidiarity as a principle of the democratic constitution of the modern state

Abstract

The crisis of the welfare state is at the time of economic globalization since the 70's of the twentieth century, opposite the centralized management of economic and political processes, caused the need for decentralization of power to lower political units. At the 80s, all Western Europe countries by constitutional reforms significantly increased political and economic autonomy, local and regional communities. Every democratic social state planning implies decentralization of political power. In developed European countries decentralization is carried out by transferring jurisdiction in the conduct of public affairs at local and regional government. As a fundamental principle of the division of responsibilities among different levels of government developed democracy in the principle of subsidiarity.The paper theoretically elaborated its evolution from ancient through medieval to modern times, and its practical manifestation organized by the EU and the modern democratic states of Western Europe.
