THE ROLE OF THE STATE BORDER GUARD SERVICE OF UKRAINE IN THE SYSTEM OF MILITARY SECURITY IN THE CONDITIONS OF HYBRID WAR

The Russian Federation has used an undeclared "hybrid war" against Ukraine, which is in many ways a unique and new challenge to our state. The clearest nature of the new type of war was demonstrated first in the Kerch Strait near the island of Tuzla in 2003 and then by annexation by the Russian Federation in the spring of 2014 of the Autonomous Republic of Crimea, followed by support for local radicals and a full-scale Russian invasion of eastern Ukraine. The authors consider the role and place of the State Border Guard Service of Ukraine in the conditions of aggression from the period of creation of the border service to the present. The application of the units of the State Border Guard Service of Ukraine in the conditions of “hybrid wars” is analyzed and recommendations are given for determining the tasks of the border service in the conditions of a special period at the state border. Recommendations for changes in the use of forces and means of the State Border Guard Service of Ukraine in a special period are identified. In peacetime, the State Border Guard Service of Ukraine is able to perform its statutory tasks for the protection of the state border. In the event of a threat, it is necessary to move to the defense of the state border by forces and means of units, units, formations of the Armed Forces of Ukraine, which should include law enforcement agencies, which must act on a common plan, purpose, tasks and objectives. In accordance with the provided recommendations, the issue of conceptual changes to the activities and tasks of the State Border Guard Service of Ukraine in the national security system in a "hybrid war", the definition of new tasks in accordance with the capabilities and use of forces and means in a special period which requires appropriate scientific and methodological support.
