Abstract

The article highlights the problematic aspects of evacuation of the special contingent from penitentiary institutions. It is emphasized that due to the existing nature of the mutual location of chemical industry facilities and penitentiary institutions on the territory of Ukraine, there may be situations when forces of the National Guard of Ukraine will have to evacuate special contingent from several facilities, which will require the solution of logistical tasks. The most problematic regions of Ukraine and the results of operational calculations regarding the number of establishments and the number of special contingent that are predicted to fall into the zone of chemical contamination are given. Evacuation plans of the special contingent of the National Guard of Ukraine from penitentiary institutions are being made and available in respective units. They actually plan the number of vehicles to evacuate the special contingent, evacuation routes, evacuation assembly points (areas), timeframe. Thus, the plans determine an evacuation from every designated penitentiary institution. These plans do not determine a complex approach to the situations when simultaneous evacuation of special contingent form several (potentially) contaminated areas is needed. In this case, the process of evacuation of the special contingent is directly related to the solution of the transport problem of Monzha-Kontarovych, when stocks of the same resource concentrated on n-objects are needed to be redistributed between m-consumers with minimal logistical expenses. At the same time, solving such a task in the aspect of evacuation of a special contingent from the zone affected by chemical substances damage will have its peculiarities. Those peculiarities will include the following: the necessity of taking into account the concentration of level of chemically hazardous substances within the affected zone (intolerable, lethal) and respective multilevel solutions by several criteria, different variations of transportation network in the areas with different concentration of chemically dangerous substances; dynamically changing of affected zone. The above mentioned article points to the need for a comprehensive solution to the problem posed in the article, which requires the development of a suitable scientific and methodological apparatus in the form of a reasonable set of indicators and criteria, logical models, methods that will allow the military management of the National Guard of Ukraine to substantiate options of simultaneous evacuation from several penitentiary institutions in the conditions of the operational situation, which was formed and predicted at a certain chemical industry facility.
