Abstract
E-Gov. has a goal to promote and automate government for all stakeholders, businesses, citizens, and government, far beyond the government website on the internet. The use of ICT connects all three groups and supports them. Given the efforts, E-Gov. implementation is still not rated as sufficient in underdeveloped countries. Careful preparation is required to build a structure of E-Government (E-Gov.) with restricted resources and difficulties in underdeveloped countries. This article seeks to report the implementation phases of E-Gov., their challenges and advantages.
