IDENTIFY OF THE CONCEPT OF ?EFFECTIVE MUNICIPALITY?

In the context of the local government reform, carried out in the Russian Federation, interest in the problems of municipal management has increased. Thereupon a formation of the ?effective municipality? concept is a vital topic of research. The article outlines the key differences between the effective municipality and any other municipal formation. The fundamental problems of effective municipal management organization in Russia are also considered. The part of local governments in the management of the efficient municipality is defined. Particular attention is given to local government’s efficiency evaluation. The main shortcomings of the existing methods are revealed. The main directions of improvement of the local government’s efficiency evaluation are proposed.
