A Text Analysis on Technology Innovation Policy of Small and Medium-Sized Enterprises in China

This paper, on the basis of the double perspectives of the policy tools and life cycle, makes a text analysis by using content analysis method for 51 policies for small and medium-sized enterprises technology innovation promulgated by the central government in our country. Through designing policy analysis frameworks, selecting samples, and analysing the texts, we will find out some policies problems existing in the process of designation, collocation and analysis, and put forward corresponding policy recommendations on this basis.
