Abstract

In this study, with the Presidential government system created after the Constitutional amendment made in 2017, the legal status of the vice-presidency that entered the Turkish legal system for the first time and the ministers who also exist in the parliamentary system are examined. The covering of the study is limited to the legal status, appointments, duties and authorities of the vice presidents and ministers in the new system who entered the Constitution after the Constitutional Amendment Law No. 6771. The Office of the Vice Presidency was established to deputize for the President of the Republic, to alleviate the workload of the President by performing the duties assigned by the President. Ministers, on the other hand, have a direct hierarchy authority on the ministry bureaucracy. However, the ministers, unlike vice presidents, they are considered to have influence over ministerial policies. In this article, the legal status, appointment, duties and powers of the vice-president and ministers, the former and new statuses of ministers in the parliamentary system and the new system are comparatively considered.
