Priority Tasks of the Politicians for Formation of the Middle Class in Ukraine

One of the ways to ensure stability in Ukraine is to solve the problem of the formation of the middle class, which is due to its functions and role in society. The increase in the share of this social group in the structure of Ukrainian society requires the development of effective mechanisms and tools for policy formation of the middle class. The purpose of the article is to determine the priority tasks of the policy of forming the middle class in Ukraine on the basis of an analysis of the factors that affect the increase in its number. The scientific novelty is that the author discloses the concept of "middle class policy", which includes the activities of the state, local self-government agency, civil society institutions, political parties in defining legally fixed goals, developing and implementing management measures, decisions and actions aimed at increasing the share of the middle class in the structure of society. The goal of the policy of forming the middle class is to create the necessary economic, social and legal conditions and guarantees for increasing the size of this stratum of society. The approaches of scientists to isolating the influence factors on the formation of the middle class have been summarized on the basis of a comparative analysis in the article. The definition of the prerequisites necessary for its formation allowed us to formulate the tasks of the policy of forming the middle class. From the author's point of view, they are in the spheres of income, employment, entrepreneurship and the humanitarian sphere. Proceeding from these tasks, one can make an assumption about the synthesized nature of the policy of forming the middle class, because it combines (as subsystems) income policy, employment policy, business support policies and humanitarian policies. The practical significance of the results obtained is that they can be used in making managerial decisions and developing measures to increase the share of the middle class in the structure of Ukrainian society. The direction of further research is the development of a conceptual framework for the policy of forming the middle class and the rationale for practical recommendations for increasing its number in Ukraine.
