The Fight against Corruption in Ukraine, Romania, Hungary and Slovakia

Abstract
For a long time, corruption remains one of Ukraine's biggest problems and is a topic of ongoing debate for both the Ukrainian and international communities. Corruption, according to numerous analytical reports and polls, is the biggest problem for both foreign and national businesses. Anti-corruption reform is one of the most difficult and complex reforms currently being implemented by the state. The fight against corruption is a component that goes through all the reforms in Ukraine – from health care to energy independence. The question of effective prevention and combating corruption is one of the most important problems, which is trying to solve modern Ukrainian state and surrounding countries. The importance of the issue is due to the fact that corruption provokes and adversely affects the micro and macroeconomic processes, impedes the establishment of a constructive dialogue between the authorities and the public. So that's why the development and implementation of anti-corruption measures is one of the urgent tasks of the state government. In general, the issue of combating corruption has traditionally taken one of the first places in the politics of any country. However, the effectiveness of anti-corruption measures in different countries varies. The aim of this article is to study existing provisions in the area of preventing and combating corruption in Ukraine, as well as comparing anticorruption practices with anti-corruption practices in neighboring countries. In the course of the study, general scientific and special methods of cognition were applied. Methods of theoretical generalization have made it possible to clarify the nature of corruption and its legal nature, to find out the social preconditions for corruption, the causes and conditions of corruption. Observation and comparison methods have been used to determine the level of corruption and the ways to prevent corruption. Reducing the level of corruption to safe one in Ukraine is only possible if the foreign experience of combating this negative phenomenon is studied and brought to life, first of all, successfully in other countries of political, legal and organizational mechanisms for combating corruption. Providing positive communications to inform the society about the real results of the implementation of anti-corruption reform, confidence in state institutions is an important component of the progress of anti-corruption reform.
