THE CONCEPT AND FUNCTIONING OF THE PUBLIC PROCUREMENT SYSTEM OF UKRAINE AT THE PRESENT STAGE

The article analyzes the essence of the concept of "public procurement" and their state at the present stage of development, reveals the features of the electronic public procurement system, reveals the advantages and disadvantages of the modern system of public procurement. The dynamics of public procurement in Ukraine in recent years is analyzed. The current state is studied and the indicators of efficiency of public procurement, which are carried out with the help of the ProZorro system, are calculated. An effective e- procurement system is highlighted, the key point of which is the electronic procurement process, which reduces operating costs of customers and suppliers, speeds up the procurement process and saves time, a wide range of suppliers, simple and convenient procurement process management, clear and transparent access to procurement information. Consideration of public procurement practices through the ProZorro system is relevant, so it will summarize the main problems in the field of public procurement and outline ways to solve them. The current public procurement management system needs constant improvement in order to find the most rational and acceptable for our economy model of public procurement. This article presents the results of a study on the implementation of the public procurement system as an effective tool of e-government aimed at preventing corruption offenses. The key characteristics and features of the functioning of the electronic procurement system ProZorro, as well as its impact on the level of development of e-government in Ukraine are identified. At the same time, recommendations are provided on priority measures to increase the objectivity and transparency of public procurement processes and the development of e-democracy in Ukraine.
