Abstract

The article considers the theoretical and scientific-methodical bases of public administration and administration in the system of professional (vocational) education and proposes mechanisms for its functioning in terms of reforming and modernizing the education sector, decentralization of management, formation of public education in Ukraine. Theoretical aspects of forming an effective management system for the development of vocational (vocational) education at the regional level are identified and the main tasks for the development of partnerships between local education authorities, civil society organizations and institutions and institutions of vocational (vocational) education in modern conditions of education reform are outlined Ukraine and decentralization. The main factors that hinder the development of professional (vocational) education have been identified. In particular, attention is focused on the inconsistency of the quality of training of skilled workers to modern requirements of employers, customers of training; the need to standardize the transfer of most state powers to the regional level of government; a significant reduction in the number of institutions of vocational (vocational and technical) education and the contingent of applicants in them, more than two and a half times; lack of motivation of social partners and production to participate in the modernization of vocational (technical) education; low prestige of pedagogical work and insufficient quality of training of pedagogical workers of professional training; organization of career guidance services and career centers. To provide the labor market of the united territorial communities with qualified production staff, it is proposed to form a new system of providing vocational (vocational) education, which is based on the principles of partnership and expansion of cooperation with employers and the local community through close interaction and relationships. public management of the institution of professional (vocational) education. The possibility of institutionalization of management decentralization processes in the field of vocational (vocational) education and creation of appropriate mechanisms for their implementation has been studied and considered. The strategic vision of regional development and the state as a whole is to solve existing problems by using the internal and external capabilities of regions and territories. A condition for effective management of vocational (vocational) education is a balanced distribution of powers and responsibilities of education authorities at the national, regional and local levels, as well as regulation of the mechanism of relations between executive authorities and self-government to ensure the functioning of education as a whole and institution. professional (vocational) education in the conditions of decentralization of management and social changes concerning formation of the state educational policy, educational, research, methodical, financial and economic activity within the powers defined by the current legislation.
