ORGANIZATIONAL BASES OF FIRE PREVENTION ACTIVITIES AT THE RESIDENTIAL FACILITIES

Abstract
The features of fire safety of residential facilities are considered. The risk factors of high fire hazard of residential facilities are given. There are described conditions that promote the occurrence and development of fires in the residential sector. The main tasks and directions of preventive activities in the residential sector are defined. There are presented the approaches aimed at organization of preventive activities at residential facilities. There are made the proposals to develop preventive measures using specified financial and human resources. There are also stated the proposals both to determine the composition of participants of preventive activities and to ensure their interaction. There are determined the initial data for planning the preventive activities at residential facilities, as well as the composition and authorities of participants of fire prevention activities at residential facilities. The authors present the powers of state authorities of the Russian Federation subjects and local self-government bodies concerning implementation of organizational arrangements for prevention fires in the residential sector.
