Abstract
The article considers the proposal to use the Harrington desirability function to normalize indicators reflecting the regions condition in the context of connection between fatalities/injuries of non-adults in fires and life quality of population of the regions and the preventive activities of EMERCOM of Russia territorial authorities. The prospects of such approach are shown.
