Overview of the Foreign Language Learning Policy in Education System in Kosova

Abstract

The political development of Kosova since 1981 lead to collaboration with the European Commission and other international organizations. The end of the Kosova war 1989/99 brought the presence of KFOR, UNMIK (until 2008) then EULEX representatives of European Member States and many other donor organizations with it. This led to an increased public awareness of the importance of knowledge of foreign languages. The increasing international integration, the increasing mobility of the population, the internationalization of the media, the economy and the culture of everyday life means that more and more children and young people in their living environment, and their every days life needs the knowledge of the foreign languages. Studies show that the conditions for learning a foreign language in primary school age are very favorable. The students who learn foreign languages in the early childhood oriented in play and action, but also systematically and with linguistic progression, can find their way into Europe's cultural diversity and multilingualism, and it will have the impact on their future knowledge. For the future of the people of Kosova a high quality and modern education is very important. The areas of language, communication and culture have a special role in the Core of the Curriculum. The methods of work are quantitative and qualitative, the statistics are from Ministry of Education, Science and Technology and the qualitative analysis are based on the European Standards for the Foreign Language Learning and Teaching. There is no analysis of language learning and language teaching situation in Kosova, so there is also no clarity on where urgent action is required and what measures are necessary for improvement of the foreign language learning. Through this paper the author stress the real situation of the foreign language learning in the Primary and Secondary Schools in Kosova and this work should serve as a document close to the current language teaching situation in Kosova and as a reference document for the language work in the coming years.
