Abstract
The article examines problematic issues of qualification of hooligan motives as an unnecessary aggravating circumstance of a crime under Article 115 of the Criminal Code of the Russian Federation, negatively affecting law enforcement activities. The issues of qualification of crimes committed from hooligan motives are investigated. This will create conditions for the most effective application of the norms of criminal law impact and will serve to prevent the commission of new crimes.
