PROBLEMS OF STATE MANAGEMENT OF DEVELOPMENT OF THE NATIONAL GUARD OF UKRAINE IN THE SPHERE OF ENSURING NATIONAL SECURITY AND DEFENSE CAPABILITY

Based on an analysis of recent studies, laws, acts of public administration concludes insufficient formation and is developed theoretical foundations of development management of the National Guard of Ukraine, governance mechanisms and therefore its current unresolved issues. The purpose of the article is to improve the theoretical foundations of state management of the development of the National Guard of Ukraine and systematic analysis of the problems arising in the management process. Available in a broad sense interpretation of the concept of public administration development of the National Guard of Ukraine, considered a number of problems in the implementation of the process that need urgent solution to ensure the sustainability of the planned reforms and efficiency performance of guard tasks in the field of national security and defense. The problems of public administration of the development of the National Guard of Ukraine are investigated everywhere in the prism of targeting, regulating and organizing the development process, as well as evaluating the effectiveness of public administration. The concepts are defined: state administration, the mechanism of state management of the development of the National Guard, the possibility of forming the security and defense sector, the ability to formulate tasks to be performed, and the effectiveness of state development management. The established relationship between the concepts of ability and the ability to formulate tasks to be performed. Subsequent studies are suggested to focus on substantiation of amendments to legislative and regulatory acts, which primarily impede the development of the National Guard of Ukraine, as well as the development of criteria for assessing the effectiveness of public development management.
