MODEL OF DETERMINING THE REQUIRED NUMBER OF FORCES AND MEANS FOR THE OPERATIONAL SITUATION MONITORING BY THE MILITARY UNITS OF THE NATIONAL GUARD OF UKRAINE DURING MASS EVENTS

Mass events are socio-political, cultural, educational, sports and other events. In some cases, mass events, especially socio-political ones, can turn into mass riots. The units of the National Guard of Ukraine and the National Police of Ukraine protect public safety together and maintain public order during strikes, rallies, marches, demonstrations and other mass events that present threat to citizens' lives and health. The key to successful tasks completion during the mentioned above activities is constant information awareness concerning the operational situation in the area of ​​tasks. For this purpose, the monitoring of the operational situation is organized, carried out by ground and air monitoring groups. However, the strength of these groups depends on the mass event conduct peculiarities (the mass riot origin). Therefore, there is a need to foresee the required number of military groups, as well as their personnel strength and, as a consequence, to ensure timely monitoring of the operational situation by the military leadership of the National Guard of Ukraine. In view of this a model has been developed for the determining the required number of forces and means for the operational situation monitoring by the military units of the National Guard of Ukraine during mass events has been developed. This model takes into account the peculiarities of the operational situation monitoring organization by units of the National Guard of Ukraine and allows determining the required number of military groups and their personnel strength, in order to perform the specified tasks during mass events and mass riots cessation. The monitoring process of modelling will enable military authorities making informed decisions about its organization and, as a result, improving the use of forces and means of the intelligence units of the National Guard of Ukraine.
