Abstract
When one examined the income and expense of the first budget law of 1920 fiscal year, it could be clearly understood under which conditions the Turkish National Struggle was carried out. The Ankara Convention had to introduce the new rules and regulations to strengthen its political authority. For the new Turkish government, it was not sufficient enough to reconstruct a regular army and civil bureaucracy instead of Ottoman peripheral administrative ruins. Normally, the provincial fiscal structure was delivered into the hands of new nationalist cadres in order to supply a permanent money circulation to care at least newly established army and other civil government departments. As a result, the new taxes and extraordinary fiscal responsibilities was levied by Ankara regime. Until the firs new budget draft was approved by the Assembly, allocations per government departments were being paid in advance.
