Abstract
In order to overcome the high prices and the black market conditions that were formed following the Mondros Cease-fire Agreement, an enterprise was started by the Ottoman Government for the sale of the imported essential goods to be brought from abroad in Istanbul at low prices. The target of the practice was to establish a competitive environment and thus lower the prices. Along these lines in the Çapa and Beyoğlu Districts of Istanbul, the import goods brought by the American Aid Committee were sold without any consideration for profits and at low costs in the sales huts allotted by the state. After a short time for the same purpose with the cooperation of the city administration and a French company, again in various districts of Istanbul, French sales huts were opened. Even though the practice seems to be a short term measure, it is important in the formation of the free competition system in the market and forms a model that we observe in the Republic of Turkey from time to time.
