METHODS AND METHODILOGY OF QUALITY ASSESSMENT VOCATIONAL EDUCATION

Abstract
Introduction. The paper studies some aspects of the changes in the socio-economic, political,cultural situation in the world, Ukraine's accession to the Bologna Declaration, entry into the single European educational space, which required reforming the entire Ukrainian education system. Modern realities make new demands on the quality of education, in particular, the universality of training graduates, their adaptation to social conditions, personal orientation of the educational process in ensuring sustainable human development. Purpose. The purpose of the article is to analyze the existing approaches, legal framework and standards used in assessing the quality of training of higher education in educational institutions of Ukraine as well as to develop methods and techniques for assessing the quality of professional higher education in modern market conditions. Methods. The study investigates the issue by analyzing the control of learning outcomes:control of scientific and methodological work, control of educational achievements, quality control of learning. The initial normative-theoretical models of the quality system created in pedagogical science, which form the general concept of quality assessment of education, which allows to characterize it as a typical pedagogical phenomenon with its inherent components (purpose, content,organization, forms, means, methods), have been considered. Originality. The authors concluded that the study of this issue will help in improving the FPO quality assurance system (quality of education) in vocational higher education institutions, in the future there should be the development of a project to create exemplary funds of assessment tools and technologies in all areas and specialties of higher education for final certification. Conclusion. Educational institutions should periodically go through external quality assurance procedures to assess the effectiveness of internal quality assurance processes. In the field of external examination of the quality of education in Ukraine, there have also been changes: along with the state accreditation of educational institutions, the procedures of professional and public accreditation have passed. State accreditation is aimed at providing social guarantees for quality education and performs a control function.
