WORK ORGANIZATION OF COUNCILS OF YOUNG SCIENTISTS AT THE EXECUTIVE AUTHORITIES

The issue of involving young people in scientific research in Ukraine is formulated. The increase in the average age of scientists, the reluctance of young people to become scientists due to poor motivation, including financial, raises serious concerns in society. In such circumstances, an extremely important task is to build an institutional model of youth motivation for scientific research ‒ the formation of a positive image of a young scientist as a successful and relevant specialist. In solving this problem, councils of young scientists play an important role ‒ self-governing entities with the main task of providing full support of young scientists. The organization of youth activities in higher education institutions is regulated by the Laws of Ukraine «On Higher Education» and «On Scientific and Scientific and Technical Activity». However, a significant inconsistency was found in these laws. The Law «On Scientific and Scientific and technical Activity» refers to the creation of councils of young scientists at the level of executive authorities, as advisory structures capable not only of representing the interests of scientific youth, but also an important «generator of ideas» for the government.
