The article considers the role of cluster initiatives as a prerequisite for the creation of industrial cluster systems. Certain prerequisites for initiating the creation of a cluster are presented, as well as formal factors that determine the motive and root cause of the creation of clusters. The functional characteristics of cluster members and their place in organizational models are determined. Types of organizational structure of cluster policy are presented
