Fiscal Federalism and Performance of the Local Government on Basic Infrastructural Development in Enugu State

Abstract
The study examined the Fiscal Federalism and Performance of the Local Government on Basic Infrastructural Development in Enugu State, Nigeria. Specifically, the study sought to: ascertain the effect of Fiscal Federalism on the provision of primary health care services; examine the effect of Fiscal Federalism on the provision of portable water supply and determine the effect of Fiscal Federalism on the provision of rural electrification Programme by the local government administration in Enugu State. The study adopted a descriptive survey design. The researcher made use of primary and secondary data sources. The population of the study was 820,200. The sample size of 625 was determined through the use Taro Yamane formula. Chi-square test was used to test the hypotheses. The finding revealed that Fiscal Federalism had a positive effect on the provision of primary health care services by the local government administration in Enugu State (based on the 2cal value of 357.230 and P-value of 0.00), that Fiscal Federalism has a positive effect on the provision of portable water supply by the local government administration in Enugu State (based on the 2cal value of 258.945 and P-value of 0.60,) and that Fiscal Federalism has a positive effect on the provision of rural electrification Programme by the local government administration in Enugu State (based on the 2cal value of 181.629 and P-value of 0.00).. The study concluded that Fiscal Federalism affected on the ability of local government administration in Enugu State to deliver basic primary health services, portable water supply and rural electrification Programme in Enugu State. The study recommended among others that the local governments' sources of revenue/revenue jurisdiction should be increased by the effort of both federal and state government to enable them carry out their constitutional responsibilities without fear or favour local governments could help to provide basic infrastructural facilities rural infrastructures such as feeder roads, health center etc.
