Attitude to the decentralization and integration of migrants into the local community

This article highlights the concepts of «decentralization», «territorial community», «territorial identity», «local identity», «community identity». Some peculiarities of the attitude to decentralization and integration of migrants into the local community have been identified. It is shown that the reform of decentralization of power is aimed at ensuring the cohesion of Ukrainian society, taking into account the peculiarities of interregional differences. It is determined that one of the important topical issues is the issue of self-identification of migrants, in particular community identity, national identity. It is noted that the effective interaction of territorial, local, community and migration identities is important condition for the effective development of united territorial communities. It is empirically established that a significant percentage of study participants as a result of local government reform and decentralization of power would like to experience improved quality and accessibility of services; development of Ukraine as a whole and reduction of corruption; accelerating the resolution of the conflict in eastern Ukraine; improving the well-being of communities in cities, villages and towns; reducing the arbitrariness of officials; improving the professionalism and efficiency of government; improving community employment; increase in household income; increase opportunities for ordinary citizens to influence government decisions. It was found that a significant percentage of study participants believe that attracting new residents / skilled workers to the community helps to improve the situation in their village / town / city. It has been empirically found that a significant percentage of study participants believe that as a result of local government reform and decentralization of power, local authorities should primarily do the following for internally displaced persons: provide housing for preferential temporary use; facilitate the receipt of social benefits; to help displaced persons to purchase housing; to ensure the retraining of internally displaced persons; to allocate land plots for housing construction and to ensure that the opinion of internally displaced persons is taken into account; provide soft loans for the company
