Formulating The Nation's National Security Strategy in Light of Realizing the Changing Threats: Russian Strategy As a Model

This study aims to clarify the implications of formulating the national security strategy as a comprehensive long-term perception process to confront existing and potential threats to national security that includes political, military, economic, and social security of the state, and which takes into account national political realities and what is happening at the regional and global levels, and does not exclude geo-political vocabulary to be able to identify the sources of the national security threat in all its forms and assess their potentials and degree of severity, so that options will be identified that would contain the sources of the threat either by limiting their impact strength by neutralizing them and removing them from the confrontational circle, or facing them directly or indirectly. Then setting the necessary policies, plans, and executive programs to deal with them to achieve the best degrees of state insurance, and the extent to which this applies exclusively to the Russian strategy. The study employed the historical, systemic, and descriptive-analytical method, and reached several results, including that the formulation of the national security strategy is a dynamic and evolving process, and as it is an advanced building process, it must be subject to periodic review and evaluation, and naturally, policies and programs implementation of the strategy is also dynamic, according to the nature of the threats, which necessitates its review to determine its compatibility to accomplishing the objectives of the specific security strategy. The study came out with several recommendations, the most important of which is for Arab decision-makers to formulate national security strategies that keep pace with the realistic development in the world
