THE ROLE OF PUBLIC ADMINISTRATION IN THE FORMATION OF A NEW MODEL OF STATE REGULATION OF HEALTH CARE: DOMESTIC AND FOREIGN EXPERIENCE

In the article, the authors try to show the changes that are taking place in our country today. They established that scientists define the beginning of the institutionalization of the domestic model of democracy, during which the transition from the traditional system of state administration to a new formation of domestic state formation — public administration takes place. The authors determine that the fundamental difference between public administration and state administration, in their opinion, is that it is a joint activity of state authorities and local self-government bodies with politically active subjects of civil society and the market economy regarding the formation and implementation of policy development of the state and its administrative-territorial units, in particular in the field of health care.
