Abstract
The risk of poverty and social exclusion is the usual conceptualization in the strategic social policy reports prepared by developed countries and recommended to all states of the world. Beyond the fact that this approach euphemizes the situation of chronic poverty, presenting as a risk what is a reality experienced by a significant part of the population, conceptualization ignores the antagonisms of interest in society and eliminates from the discussion some fundamental problems such as the persistence of inequality of school opportunities, the division between the primary and secondary sectors in the labor market, political representation, social polarization. I chose this theme because I wanted to discover first of all what the approach of the concept of social exclusion is and I found that the scope of this concept is quite wide, with most countries considering poverty as the embryo of social exclusion.
