The Role of the National Institution for the Protection of Human Rights in Advancing the Political Development of the Islamic Republic of Iran

Abstract
The establishment of a national institution is one of the most effective mechanisms for people's participation in political development, guaranteeing the nation's civil and political rights, making the government accountable to the people and moving towards democracy. Therefore, the establishment of the National Human Rights Institution is an important and influential step in creating a legal and specialized platform to fulfill this necessity and collective participation in guaranteeing human rights. None of the current governmental and civil institutions active in human rights in the country are based on a founding law and provide national and international standards to ensure this purpose. Ensuring financial independence and pluralism in the composition of members is another reason for the necessity of establishing a national institution. The gender, ethnic and religious diversity of the members has been emphasized to guarantee their rights. Therefore, since the Islamic Republic of Iran has made a commitment to the United Nations Human Rights Council to establish this national institution - in accordance with the principles of the Paris Declaration - this article by using the descriptive-analytical research method and based on the study of library documents and posing this question Can the National Institution of Human Rights lead to political development in Iran? It seeks to prove the hypothesis that the national institution considers the protection of human rights to be effective in promoting political development in the country. Also, since many factors are involved and effective in promoting political development in societies, the purpose of this article is to investigate the effectiveness of the establishment of the National Human Rights Institution in promoting political development in Iran.
