DUAL FORM OF HIGHER EDUCATION: HOW THE QUESTION IS BEING SOLVED

Abstract

Introduction. The labour market now needs not only specialists with special abilities but highly qualified specialists capable of innovation. Under such conditions, there arises the problem of reorganizing the system of training future specialists, introducing new training models into the educational process, and improving the Вісник Глухівського національного педагогічного університету імені Олександра Довженка ПЕДАГОГІЧНІ НАУКИ PEDAGOGICAL SCIENCES 2022 94 Випуск 50/ Issue 50 mechanisms of interaction between education and the labour market. One of the factors in solving this problem is introducing a dual form of higher education. It provides a combination of theoretical and practical training for students and ensures the orientation of educational goals and tasks to the requirements of employers. The article covers the content and essence of the dual form of education based on theoretical analysis of Ukrainian and foreign scientific works and regulatory documents. The focus is made on summarizing the foreign and Ukrainian experience of implementing the dual form of higher education. The principal advantages and disadvantages of this system were analyzed. The progressive experience of introducing the dual form of education in higher education institutions around the world was studied. Purpose. The article aims to summarize the foreign and Ukrainian experience of implementing the dual form of education and substantiate the need for its introduction as an important component of competitive specialists' quality training for the domestic labour market. Methods. Analysis, synthesis, comparison, systematization of regulatory documents, and generalization were used. Results. The article analyzes the current state of dual education in the world and Ukraine in particular. The historical foundations of the dual form of education and modern approaches to it in various countries, such as Germany, Austria, Switzerland, Belgium, Hungary, Poland, the Republic of Serbia, and Australia, are revealed. The systematic elements of the successful implementation of dual education in European countries are defined as: − involving the state, employers, social partners, and educational institutions in the implementation of dual educational programs, establishing a clear division of responsibilities between them; − establishment of close feedback between employers and educational institutions; − clear regulatory and legal control of the professional education system and quick response to changes in social, economic and political life; − regulation of the training and certification process. The authors emphasize that the dual form of education is defined as one of the strategic directions of modernization of higher education in Ukraine and highlight its characteristic features. Originality. The scientific novelty of the research results is the analysis and summarization of implementing and developing the dual form of education in Ukraine. Conclusion. Implementing the dual form of education into the educational process of Ukraine takes place through legislative acts and regulatory documents, taking into account the best European experience. The purpose and objectives of dual education constitute a holistic process that prepares students for the real demands of the labour market and the employers' requirements. It is characterized by a high level of qualification of graduates who can meet the requirements of the national and regional labour market. The flexibility and mobility of organizing a dual form of education and updating the content of education expand the chances of Ukrainian educational institutions for successful functioning and competitive development in the market of educational services.
