Abstract
He paper assesses the performance of OWC project based on its objectives. The paper used a Social Framework for Projects approach. Data used included macroeconomic social and economic indicators, project performance reports, and published literature. Findings showed that the OWC project has strengthened subsistence households by enhancing crop and livestock inputs, access to factor and product markets, husbandry training, and entrepreneurship development. However, program planning, implementation, and monitoring and evaluation obstacles have prevented the program from achieving its principal goal of transforming the country's subsistence households into commercial agriculturalists. The paper proposes policy recommendations to redress the obstacles
