PROBLEMS AND PROSPECTS OF EARLY INTERVENTION IN UKRAINE

Abstract

Introduction. The importance of early childhood in the formation of an individual and in the development of society at the beginning of the 21st century is increasingly recognized by the countries of the world, especially in view of the latest scientific research. Negative consequences in the development of young children in Ukraine today occur due to active hostilities on the territory of Ukraine and in connection with the constant migration of the population, in particular families with children. Ukrainian children, escaping from the war, are at the same time exposed to a great risk of being separated from their families, losing their parents, experiencing violence, mistreatment, sexual exploitation, and falling into the trap of human traffickers. Most of them experienced extremely traumatic events. Children are under constant stress, and defects appear: mental, physical, sensory, psycho-emotional, etc. These children are in urgent need of increased security measures, stability, assistance in the field of child protection, and pedagogical and psychosocial support - especially those who are unaccompanied by adults or separated from their families. It is important to invest in the development of such children at an early age because it helps to avoid more serious problems in the future. Early detection and early intervention help to realize the child's right to the best start in life. Purpose. It has been shown that Early Intervention is interdisciplinary assistance to families with young children (from birth to 3 years old) who have developmental disabilities. Early intervention is aimed at children in the first years of their life because early identification of biological and social risk factors for a child's developmental disorder makes it possible to start intensive care in a timely manner at an early age when the child's development is particularly affected. During this period, there are the highest chances of preventing the appearance of restrictions both in the functioning of the family and in the physical and psychosocial development of the child. Methods. Analyzing the psychological and pedagogical literature on the studied issue and systematization were used. Results. It was determined that the development of early intervention should include broad coordinated interdisciplinary efforts in a complex system of early detection of developmental disorders, rehabilitation, and social adaptation. Thoughts, a lot of time is not enough. Originality. It has been proven that the introduction of early intervention services will contribute to the development of a new, alternative to the residential, model of providing social services to families with children in Ukraine, which will be able to ensure compliance with the right of every child to have their own family. Conclusion. The article discloses all aspects of the specified problem. However, the work on creating an early intervention system in Ukraine is undoubtedly necessary and important, which will allow for the unification of various institutions for the rehabilitation of persons with disabilities to ensure their activities in the effective assessment of child development, providing an extensive comprehensive system of relevant services to children from an early age and their families. Parents and all family members should become active participants in the process of rehabilitation/rehabilitation of the child from an early age.
