Abstract
The purpose of this study was to identify and analyze the application of restorative justice to the perpetrators of embezzlement at the Semarang Police. The research approach uses legal and empirical methods. The result of this investigation is the application of restorative justice against perpetrators of criminal acts of embezzlement carried out by investigators in the jurisdiction of Smaran Polestaves, but there are legal obstacles to its application, this happens because the officers prioritize the method of family embezzlement. Investigators use their discretion to resolve cases outside the criminal justice system. The procedure for revocation of an ongoing investigation is a form of legal, deliberative, and belief-based police discretion that emphasizes moral considerations over the legal framework.
