THEORETICAL ASPECTS OF FINANCIAL CONTROL IN UKRAINE

In the conditions of martial law, the economy of Ukraine is characterized by the biggest drop in GDP since the years of independence, huge loss of assets and income from exports, unprecedented energy and demographic crisis. Such a state of the economy requires the use of an effective mechanism capable of influencing the stabilization of the economic situation in the country, and such a mechanism is financial control. Financial control has an important role in creating conditions for the financial stability of the country and the possibility of business development. In addition, it is financial control that is the main source of information about the actual financial condition of the country, individual enterprises, activity reserves and about possible cases of fraud. To date, there is a large number of state supervision (control) bodies in Ukraine, which have the authority to conduct inspections of economic entities within their competence, currently in our country there are 43 control bodies of the type of central body and regional state administrations, and another 413 control bodies type of territorial [1].This growth of subjects of control has caused certain problems in the definition of terms in legislation and the identification of certain concepts, etc. At the same time, the issue of clarifying the theoretical basis of financial control has become acute. Therefore, the main theoretical aspects of financial control are disclosed in the article. The place and role of financial control in the control system is shown, the definitions of «control», «financial control» are studied. The authors conducted a study of the existing scientific works of domestic scientists who investigated topical issues related to financial control. The authors also concluded that today there is no complete and clear definition of the definition of «financial control», which worsens the process of effective management of public resources and has a negative impact on the socioeconomic state of Ukraine, and suggested ways to eliminate the identified problems.
