LOCAL SELF–GOVERNMENT IN MODERN REALITIES

The article examines the issues of organizing the life of the institute of local self–government, its real opportunities in the modern development of the state, as well as the problems of organizing relations between levels of power and the ability of local self–government bodies to effectively solve issues of local importance and delegated state powers in conditions of total dependence on the budgets of higher levels. In addition, the ability of local self–government bodies to effectively fulfill the delegated state powers in full is analyzed, the importance of the effective work of the local self–government institute as the level closest to the population and the fact that it has serious possibilities of forming a certain reputation of the government in general in the state is emphasized.
