On the issue of effective formation and control of resource expenditures in the field of defense of Ukraine

The article is devoted to the issues of analysis and definition of measures to increase the efficiency of formation and control over the expenditure of resources in the sphere of defense of Ukraine. Some aspects of formation of the structure and in general of the system of public administration of the security sector are investigated, which provides for the functions of coordination, determination of powers for individual bodies of responsibility and control of these units; establishing feedback with independent (impartial) control of management mechanisms and parameters; strengthening the coordination capabilities of the NSDC to ensure the consistency and complexity of management decisions developed by it in the security sector. The effectiveness of scientific substantiation of institutional transformations and State managerial decisions in the field of security and defense policy is shown. The basic principles of improving the legal framework of democratic civilian control are provided. Democratic civilian control over the security sector is a factor of stability of society and prevention of violations and abuses in this area. It develops depending on national characteristics and certain historical traditions in each country. The necessity of disclosing the basic principles of budgeting in the sphere of defense of Ukraine is shown: preliminary authorization, unity, frequency, specificity, legality, use of a clear structure, comprehensiveness, publicity, consistency and means, and evaluation of results. The principle of analyzing the state of development and possibilities for analyzing budgetary discipline, human resources and capabilities of personnel policy in the sphere of security, and general national policy in the field of armaments is presented. It is concluded that in Ukraine democratic civilian control over the security sector is a dynamic, rapidly developing industry.
