IMPACT OF THE INTRODUCTION OF REMOTE MEDICAL CARE FOR THE POPULATION UNDER MARTIAL LAW

Abstract

The article is devoted to the study of problems that arise in practice during the introduction of remote medical care in Ukraine. The paper analyzes the current state of telemedicine as a set of actions, technologies and measures used in the provision of medical care, using remote communication in the form of electronic messaging. The comparative characteristics of telemedicine in the countries of the world were carried out, the relevance of the use of innovative technologies was analyzed, ways to improve the issues of remote medical care were proposed. The national legislation of Ukraine stipulates that the main tool of telemedicine is telemedicine counseling, which provides for the provision of timely and adequate medical care to patients, interpretation of X-ray data, ECG data, MRI, CT scans, which are recorded by digital media. Thanks to access to this information, the attending physician can consult a specialist doctor, provide explanations to the patient and fully control the health situation of his patients. Also, the system of using telemedicine in providing medical care to the population allows collecting consultations of doctors on the conditions of stay of others even outside Ukraine, exchanging experience with foreign specialists in the field of medicine, receiving consultations from employees of leading medical institutions of higher education, scientific institutions, relevant medical centers. In recent years, a number of reforms have been implemented in Ukraine that directly affected the healthcare sector. In recent years, the transformation of the healthcare system has intensified, which gradually enabled Ukrainian citizens to get equal access to high-quality medical services. Among the main directions of improving the level and quality of life of the population, the legislator notes the expansion of the availability and safety of medical care; productive employment of medical personnel; improving the level of social security, development and optimization of the system of social support for medical personnel. Particular attention should be paid to the problem of providing remote medical care for certain segments of the population and restrictions in the context of the introduction of martial law. These problems can be solved through constant innovation and research in this area.
