Scientific Potential and Intellectual Property Governance in Russian Regions: Models and Strategic Guidelines

Abstract
Introduction. In the context of geopolitical turbulence, a systematic approach is needed to assess the country's scientific, technological and intellectual potential, including the potential of its regions. The publication presents a description of the methodology used to generate the 'Science in the Regions' rating, which is based on a system of indicators describing regional specifics of scientific and technological development in the Russian Federation constituent entities. Methods.The rating methodology is based on an integrated assessment of indicators characterising the human resources potential of science, scientific productivity and demand for scientific results (publication and patent activity of the region), the development of scientific, technological and innovation infrastructure, and socio-economic effects. The identification of regional development patterns is possible by synchronising the two rankings developed by the authors of the study. Results and Discussion. A study of the dynamics of the indicators identifies both barriers to the realisation of S&T potential in the region and key points of growth. Evaluation of the results of the 'Science in the Regions' rating will make it possible to formulate decisions aimed at stimulating the scientific and technological development of a particular constituent entity of the Russian Federation and to assess the effectiveness of measures already taken. Conclusion. Analysis of the regions' position in the ratings 'Science in the Regions' and 'Intellectual Property Management in the Regions' developed by the authors allowed us to identify the development models for Russian constituent entities in the field of science and intellectual property management.
